Abstract. Social science learning has not been able to improve critical thinking skills and problem solving as challenges of the 21st century, the purpose of development of learning models Inquiry Contextual Problem Based (IBMK) in improving students' critical thinking skills and problem solving in social studies learning and effective model.  Research uses the Research and Development method, There are 10 steps in this research, starting from 1. Conducting research and collecting information, 2. Planning, 3. Development of draft IBMK Product models, 4. Initial field trials, 5. Revising trial results, 6. Field trials, 7. Revising trial results, 8. Field implementation tests, 9. Final product improvement, 10. Dissemination and implementation. the stages of the inquiry model being developed the stages of the inquiry model being developed The study was conducted in six primary schools in Garut with the results explaining that the use of contextual inquiry-based inquiry models can improve students' critical thinking skills and problem solving
